You should level up and play since you cannot do both things. Buying TGI with gold requires lot of patience. )
However if don't spend a dime on roulette and play PvP seldom then you can buy TGI easily by CL 12. :) |

Leveling up your character and your LG have negative co-relation.
If you want to level up your LG then don't level up your char
If you want to level up your char then your LG will be low.
At level 10 for a good char, you should have atleast:
4 LG
4 MG
5 HG
3 TG
Since you won't have TG then I suggest ~6 HG :) |

Well, I gave my opinion what I find good))
It is totally upto a person how they want to develop their character.
I think +2 primary parameter from MG, +2 defense from LG, +5 attack from HG and +3% initiative from TG can be very useful in CGs and PvP tournaments. :)
If you just want to hunt and MG then anyway is fine for you and you can get
