I know those. But, the additional is not doing any enchanting or repairing for other players. It is having its arts enchanted, so that does not apply.
As for the transfer rule. The main is not profiting from or using the arts in combat. It would be simplying enchanting and sending back.

A: Yes you can, but your ex-main will most probably be blocked. After all it will have loans, repairs, etc. – all things not permitted for extrachars.
Q: May I transfer all my staff to extrachar then, and play it as main, with ex-main being blocked?
A: No you can’t. Do that and both chars will be blocked. |

Yes, you may. As long as you remember that:

So everything you enchant must be only used by the secondary. |
