Runes you can use 2 times. I don't think it's overpowered. And dwarves have many drawbacks so if runes would be taken, they will be useless. They have low initiative and attack while Tribal has high initiative, buffs (spirit; delay and rapid from shamans), high attack, low hp and def (but spirit recompensates that), dmg reduction that makes them really tanky.
And I said nothing about dwarves- you completely changed topic and your post makes me wonder if you insulting me and calling "noob" in a really impolite way.
That's my thoughts and impression from fighting vs Tribal, so you as "pro player" should explain me how to countr that spirit-buffs-all tactic at low lvls. While your post is only about dwarves lol ;d |

it was true that low Combat level dwarf is average..but it is not after CL9-10, so you want to reduce tribal dmg reduction which can be effect whole combat lvl from CL3-CL21. i call that is noobish,
tribal's are too weak in hp and def so damg reduction must compensates it, if it is not there. tribal have no chance against range build factions like elf,barb and fast factions like DE. |

What are the most troublesome counter factions against Tribal in PvP? Let's say from level 10 upwards. |
for Nutella:
Elves can cut through your tribal spirit like a hot knife on butter.
Necromancers too because Life Drain makes the target loose additional spirit. |

from 1v14+ alt wiz with fireball armor damage is always the biggest trouble for tribal.
others depend on your build. |

Tactics might DE and battlewise wizards are the hardest opponents but not impossible. |

for Fallen Atheros:
Have you tried using Trappers against DE? I found them to be amazingly effective in multiple stacks, a problem at higher levels |
