| Not that legit at cl11. He won't get enough stats. Factions which have troops with ignore defence, like fury barb and DE will wreck it easily. Even quick factions like dwarf and CE will finish it easily. | Previous Minor tournament record is good way to check how strong particular faction is, at certain level.
Remember that, at every level some factions are better than other.
From last MT records, factions with highest win ratios were -
1) Knight
2) Dark Elf
