Because it shouldn't. How will wizard mages feel if they did? In that case, taking this talent should hinder spell power more than it does via talents, if the damage stacks with elemental call. Else chaos wizards at higher levels won't really be an option :)

It can be easily fixed with troops settlement balance.
Yes, Dark Elvens are supposed to be mage, and they are supposed to be the best chaos mage of the game. LordsWM has screw him 3 times in arrow.
1 - With troops settlement number.
2 - With assassins acount, drastically decreased.
3 - With Talents cost, mainly luck one, which is userful for luck with chaos spells.

DE on this game, isn't even close stronger as on HoMM V, while others factions seems to be much stronger than it supposed to be on HoMM. Overall it is a matter of point of view, some people may argue that it's needed to make this game balanced, no doubt on that, but one thing for sure, it doesn't means the DE here plays as DE would play. It's a kind totally new faction, which only holds same name.
It does stack in HoMM, not sure here ;) In HoMM, wizards primarily used nature and light magic with only Chaos playing a supporting role. Because in HoMM, Nature actually has more than 5 spells.

With erudiction. (extra SP) and sorcery (of course destruction has to be maxed), destruction isn't that useless as you make it seems.
Also Lore keepers takes much longer until became useless with magic vs unit size increase system, which means, with tier 1 gremillies (and repair), tier 4 lores (with fire balls, or alt grade with aeo shot), tier 7 titan or his alt grade, plus destruction, and even perhaps baslita triple shot + flamming arrow.
Your range would be just freaking awesome.

Even without balista triple shots and flaming. I was pretty much killing everything before touch even touch me, on highest settings, against the AI, on last campaign. So the range power from wizards, it's pretty amazing.

Actually, I never understand why phonix could be better than destruction in any way. I've tried both, and for me at least destruction seems to be just better a option.
For other classes, nature really would be better. But wizard has a pretty dam great potential on range, which would be a little wasted with nature, but overall both builds are pretty solid with them.
Oh may, I also forget about genies, which some times may cast decay, which makes a pretty dam amount of damage... Curses are welcomed too.
So, 3 range units. (1 aeo), plus one debuff unit which randomly makes damage.
Plus ballista with triple shot + flamming arrow + destruction spells... Well, pretty good.

To not mention, ballista damage scales with erudiction. (if I'm not wrong SP and Attack, boost it's damage, not sure which parameters though, but yeah Erudiction does boost it's damage.)

Saddly you cannot pick luck talents to finish your build, but look for the good side, you can pick luck with mini artefacts, which would make just a crazy amount of damage from all your range units, most ballista damage comes from flamming arrow which ignores defence, also you can lot a artefact which gives you luck, that also would work.

So... In the end, pretty badass range.

HoMM doesn't really fall in the "other games" category. nearly all we have here is based on and ported from the HoMM series.
