All levels above lv10 are great as there is very little financial tension..
At lv 5 and 8, there is a struggle for some to buy castle upgrades.....
Dont have this problem on higher levels as bonus from lv. up is really high :)

| i believe in gettng faction resistances at lower levels itself, if thats what you are talking about |
That's a question for PvP lovers.
Being a PvE player, I can say the higher the better. |
lvl8 or 10 because u can upgrade stacks and also get new combat school/spells
but barbarians are at a severe disadvantage at lvl 9 and lvl 11
only barbs can understand my previous statement -_- |
