If you check every 5 mins for next 15 - 20 minutes then you will see them swap places in the list.
As said above, it is random, anyone can confirm this just by watching lots for a short while. |
Here is method, based on the time of start / end of the transaction.

Nope - new lots have the same chances of appearing above or below the current top of the list for that individual price.
If it was ordered then lots would not change place in the list between refreshes. |
To demonstrate, using MH shields which have 3 lots of different durations but
same price and durability (Sort by: Price, Lowest first) & where there are few
sales or new listing to change things:
