In short, automatically restrict any action (transfer/fight/buy) between multi's if they have at least once used the same public IP.
This is the only logical solution for me.
And let all players have as many accounts as they want, because THERE IS NO WAY to prove that two players are the same player, i.e. cheaters have a full freedom now.
Such rules as 3.13.1, 3.13.2, 3.13.3 and 3.13.4 here

means that nobody will report his multi, because his multi will not be able to play a normal game.
Such rules force you to be a cheater if you want to play with several accounts.
In short, such rules are pointless. |

lets just say u had a lvl 14 account and had nothing to do so u decided to cre8 another acc the second acc the extra character.when it reach the max lvl it would be too boring to cre8 another acc |

Dynamic IP Dynamic IP is your Local IP and it has nothing to with your Public IP.
The same Public IP can have many people (if there are many subnetworks), but usually only 5-100 people are behind the same Public IP.
So, it won't hurt players if they won't be able to play with less than 1% of other players (there are billions different Public IPs in the world).
There are many sites where you can see your Public IP.
For example:

It should be:
Dynamic IP is your Local IP and it has nothing to do with your Public IP.

What if someone's main is blocked and wants to keep playing with one if his alts?
