No, unless that is the only thing you do everyday:
Buy 0 dur arts, send them to him for repair and then use the arts just so you can get him to repair them again non stop. |

If you read rule 1.5.1 you will notice that it says "The Administration has the right to cease access to". This means that they *can* block someone whose in-game behaviour is a dedicated assist, not that they *will* do so.
CGSMCMLXXV and Anita2008 are essentially gambling that they will not do so to Anita2008. I guess we will only find out the answer to this if Anita2008 becomes blocked.
Both CGSMCMLXXV and Anita2008 have played a little Roulette. Perhaps they like gambling.
